the scale proposed by Dr. Sloss. It also gives a

scale more closely approximating to the proposed new

Malayan scale.

Recommendation

While Dr. Sloss agrees with the modification

proposed in the scale, he does not agree with a

reduction in the maximum. C.S.D. feel, however, that

this should stand and that the maximum should be

£1,630 for expatriate officers. This gives a maximum

which is nearer to the maximum of the proposed scale

for Malaya but, if it is adopted, it will necessitate

an adjustment in several other scales. In this

Scales for Auditors, Agricultural Officers, Forestry Officers and Education Officers

It is proposed in the report that the scales for

these officers should start at $800 a month as compared

with $720 for Administrative Officers. This would

give these officers an advantage over Administrative

Officers for the first twelve years of their service.

C.S.D. suggested that, as these officers are of

approximately the same age on entering the Service as

Administrative Officers, their initial salaries should

be identical. As regards Education Officers, a

circular despatch has gone to Hong Kong, suggesting

the grant of increments to experienced teachers up to

a maximum of twelve. The Governor of Hong Kong will
